Ichang-Hanyang liue to the length of about 800 kilom, to be appointed by the Germa group, and the Chief Engineer of the extension of the line from Ichang or Hsiangyar to Chêngtu to be appointed by Chinese Central Railways (Limited).

6. Each of the groups to apply to their respective bourses for the internationalizatio of the above loans.

7. The stamp duties on the bonds to be pooled and divided equally between t three groups, but this is not to be treated as a precedent for future loans.

All oth expenses of issue to be borne by the respective groups.

8. A general Agreement to be entered into by the three groups providing f equal participation of all future railway loans in China, with as far as possible equ division of orders for materials, and with alternate appointments of Engineers, exce where the interest of any party can be shown to predominate. This general Agre ment to be entered into for a fixed period to be agreed, but the determination of t general Agreement shall not affect the above arrangements in regard to the Hanko Canton Railway and the Hankow-Chêngtu Railway.

9. A general Agreement also to be entered into by the Hong Kong and Shangh Banking Corporation, the Deutsch-Asiatische Bank, and the Banque de l'Indo-Chin providing for equal participation in all future Chinese Government Financial Loans on the basis of the Anglo-German, Bank Agreement of 1895 and 1905. This Agreement to be entered into for a fixed period to be agreed.

Foreign Office, May 12, 1909. CANTON-HANKOW Railway Loan. Please see your despatch No. 128 of the 7th ultimo and the telegrams which have passed subsequent to that despatch which have been transmitted to your Excellency in the telegram sections.

Yesterday Mr. Addis left London, and he arrives in Berlin to-night, where he will stay at the Hotel Bristol for a meeting of the British, French, and German groups. He will endeavour to effect a general agreement in regard to Chinese railways, and, should he not succeed in this object, he will attempt to bring about a satisfactory arrangement in regard to the extension of the line from Hankow to Szechuan before signing a Provisional Loan Agreement, which has been negotiated in Peking by the Representatives of the three groups.

Sir J. Jordan has begged, if the Berlin negotiations fall through, that he may be at once informed, so that he may be able to press our protest in regard to the Canton- Hankow line as soon as the Germans make a move at least.

You should keep us informed as to the progress of the negotiations without loss of time, and impress this point on Mr. Addis.

We sent you by last night's bag the latest telegrams on the recent phases of the negotiations in Peking.
